Andorra is reinforcing its commitment to the digital economy with a regulation that defines in detail the conditions for shared workspaces or coworking spaces in the country. This new framework sets out specific criteria that must be met by both the spaces and the companies that manage them, referred to as EECC (Shared Workspace Operating Companies).

Technical Requirements and Minimum Conditions

One key point is the minimum area that must be provided for each user: at least 7 m² per person, including individual space and the proportional use of common areas.

Workspaces must include at minimum:

  • A desk and a chair
  • Lighting and electrical outlets
  • Wired or Wi-Fi Internet connection
  • Access to common areas: restrooms, cafeteria, dining areas, and meeting rooms
  • Printing facilities
  • Lockers or storage space
  • Cleaning and maintenance
  • Climate control
  • Secure access system (code or ID-based)

Authorized Types of Spaces

The regulation covers different formats to meet various user needs:

  • Hot Desk: Flexible use without prior reservation
  • Dedicated Desk: Reserved permanent desk space
  • Open Office: For teams or businesses without physical separation
  • Private Office: Enclosed, restricted-access areas. Only this format allows commercial registration

Mandatory Registration: Transparency and Oversight

A new Public Register of Shared Workspaces (RECCECT) has been created. Both the spaces and the operating companies must be registered. Registration is also required in cases of modification, cancellation, or change of ownership.

The register also records inspections, sanctions, and any relevant actions affecting the operation. All promotional or commercial materials must include the registration number and the official plaque issued by the government.

Authorization Process

Anyone who wants to manage one or more coworking spaces must:

  1. Obtain commercial authorization for each location

  2. Submit an EECC operation request to the Ministry of Economy

  3. Provide the following documentation:
  • Ownership deed or notarized certificate with owner information
  • Floor plan with maximum capacity and layout
  • Sworn statement of compliance
  • Proof of liability insurance
  • Legal representative accreditation

The Ministry has 2 months to issue a decision. If errors are found, there is a 10 working day period for correction.

Authorization Without Expiry but Subject to Revocation

Once granted, the authorization has no expiration date. However, it may be revoked under certain circumstances:

  • Sanctions resulting in suspension or closure
  • Request from the company or property owner
  • Final court ruling or arbitration decision
  • Joint request from the EECC and property owner

Transition Period

EECCs already operating coworking spaces must submit their request and update their status within 6 months. This presents an opportunity to align with a more professional, transparent model that meets the evolving demands of today’s work environment.
